Keeping this fact in mind Prime Minister Narendra Modi has launched Pradhan Mantri Kaushal Vikas Yojana (PMKVY).

What is Pradhan Kaushal Vikas Yojana?
Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the
flagship outcome-based skill training scheme of the new Ministry of Skill
Development & Entrepreneurship (MSDE). It is a result of those promises of
PM Narendra Modi to impart skills-based training to youth, in a manner to make
them capable of earning and supporting the country’s anti poverty efforts.
Last year the Indian government gave a formal go –ahead to
PMKVY with a total pay out of approximately INR 1,500 crores to impart skills training
to atleast 24 lakh youth of country which includes Class X/XII dropouts and
lower income groups through the National Skill Development Corporation (NSDC).
Objectives of Pradhan Kaushal Vikas Yojana
The objective of this Scheme is to support skill
development for youth by providing monetary rewards for successful completion
of approved training programs. The scheme particularly focuses on:

Promote standardization in the certification
process and initiate a process of creating a registry of skills

Candidates undergoing the skill training by
authorized institutions would be rewarded with an average monetary reward of
Rs. 8,000 per candidate.

Mobilize a large number of Indian youth to
take up skill training.
·
Facilitate monetary incentives for Skill
Certification to boost employability and productivity of
·
Youth by inculcating required skills
trainings.
·
Provide benefit to 24 lakh youth at an
approximate total cost of Rs. 1,500 Crores.
Enrollment process
The government has tied up with several telecom operators
and social platforms to reach the mass about the PMKVY. Interested candidates
are require to give a miss call on the toll free number which they receive
through SMS, following which they will receive an automated call connecting
them to an IVR. The candidate has to provide his/her details into the system.
The details then further will be screened and he/she will receive a call to
report at the nearest training center on the training date.
Training providers
The training providers have to undergo due diligence
before being registered with NSDC. Government affiliated training centres and
other training partners will be approved by the SSCs on the basis of guidelines
issued by NSDC. As per the process manual, even the government affiliated
training providers will undergo due diligence.
Franchise with the first level are only eligible but the same
should be declared in advance.
Assessment and Certification
The skill training assessment will be done by third party
on national standards. Under PMKVY trainees with prior competencies and skills
will be assessed and further provided monetary rewards for undergoing
assessments. This will also facilitate the process of skill up gradation and
re-skilling of the existing workforce.
Who can apply?
This Scheme is applicable to any candidate of Indian nationality
who:
a) undergoes a skill development training in an eligible
sector by an eligible training provider as defined above;
b) is certified during the span of one year from the date
of launch of the scheme by approved assessment agencies as defined above;
c) is availing of this monetary award for the first and
only time during the operation of this Scheme.
Reward Amounts
Monetary reward for a range of job roles within a sector
varies for different as per job role levels. There are large incentives kept
for training in manufacturing, construction and plumbing sectors. Aadhaar number will be used for unique
identification of each candidate before transferring the amount in the account.

Candidates are required to pay the training and
assessment fees to PMKVY affiliated Training Partners. On successful completion
of training and assessment, candidates will be offered a monetary reward and
Government certification. The Public is warned to be cautious of unauthorised
non-affiliated Training Centers.
